I want kadmind to wait to update the local database until the remote
password sync succeeds or fails.  Blocking kadmind in general isn't the
most thrilling idea in the world.  Our existing solution for this forks
for each incoming client session for that reason.  (I don't recall if MIT
kadmind does so or not and can't tell from some quick grepping.)
