Default ACLs for FILE: ccaches on Windows

I don't think anyone's suggesting supporting ACL's for _every_ platform. 
On UNIX, you take steps to make sure the ccache will not be accessible to 
other users.  All Jeff is asking for is that the same be done on Windows.
