The Windows \Document and Settings\username\WINDOWS directory

Has anyone noticed that Windows 2000, XP, and 2003 create within the 
user's profile a mirror of the WINDOWS and WINDOWS\SYSTEM directories? 

Does anyone know when these directories get used? 

If they are supposed to be user specific alternatives to the .INI files 
stored in the \WINDOWS directory, then I think KfW should add \Document 
and Settings\username\WINDOWS to the search path for the KRB5.INI file.
