Unfortunately since we once shipped a krb524.dll we'll need to write a
stub.  But see ticket #1491 for krb524 plans.

Here is the right place.  OUr KFW story has been a bit disorganized of
late, although for the moment it is getting better.

We do expect to have a 1.3-based KFW.
