Why was patch for krbfaq 2.22 never applied? (new pr #1362)

2.22. What is the difference between the "-a valid" and the "-a user"
flags for telnetd?

Is there some particular reason this patch was never applied to the
sources to allow the -a user flag to telnetd to actually be functional?

I just submitted pr #1362 for this with a more up to date patch to fix
it. 

Y'all changed the manpage syntax to make it correct, but didn't fix the
underlying problem.
