I think NDR is actually from DCE, and is their "network data
representation".  Yup, it's an XDR-like thing, but different than both
XDR and ASN.1.  Since DCE it seems to have got all wound up with corba
and com/dcom, so it looks like there are multiple versions floating
around today, with different features.

place to start to sort this out.
