[krbdev.mit.edu #9203] Windows build version higher in 1.21.x than 1.22.x

I have made a note in the release engineering procedures, when increase the
version numbers in windows/installer/wix/site-local.wxi and windows/
kerberos.ver, also increase them on the mainline so that they don't go
backwards in future release branches.  I plan to prepare a KfW beta release on
the 1.22 branch some time this month, so the inconsistency should resolve at
that time.
