Improve MSLSA ccache timestamp conversion

FileTimeToUnixTime() can yield the wrong answer in the presence of a TZ environment variable, because FileTimeToLocalFileTime() ignores TZ and mktime() assumes UTC-8 if it cannot parse the TZ value.  (Reported by Robert Crowston.)

Replace the function with a simple arithmetic conversion that does not depend on time zones.
