Fix kdcpolicy build issues

Fix mydir in plugins/kdcpolicy/test/Makefile.in so that the Makefile
can be rebuilt correctly.  Also change the name of the shared object
from "policy_test.so" to "kdcpolicy_test.so" for consistency.
