We generally try to set KRB5_CONFIG for every C program which uses krb5_init_context(), but currently there are a number of exceptions: * The tests in lib/krad * Some of the tests in lib/krb5/krb * The check-unix-trace target in lib/krb5/os * The tests in tests/misc
