[krbdev.mit.edu #8188] kadmin get_policy should use strdur() for times

As noted in https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=664775 , printing the 
maximum password life in seconds is not very helpful.

It seems like it should be easy to convert that to using the strdur() helper.
