[krbdev.mit.edu #5566] krb5-send-pr is difficult to use and largely unnecessary

I'm not sure what web page this report refers to (and Richard probably 
doesn't remember after six years).  If there is a page recommending send-
pr or krb5-send-pr, it should be changed to recommend sending mail to 
krb5-bugs at mit.edu.

In a similar vein, krb5-send-pr should probably just print out a message 
saying to send mail to krb5-bugs at mit.edu, and maybe suggesting some of 
the kinds of things to include in the report.  We could remove it a few 
releases after changing it that way.

I've changed the ticket subject accordingly.
