[krbdev.mit.edu #7404] kadmin.local uses incorrect option to open iprop ulog

kadmin.local uses FKCOMMAND to open the ulog, but it should be using
FKADMIND.  The difference is that using FKADMIND results in the ulog
getting checked for consistency.
