[krbdev.mit.edu #4049] port 754/tcp for krb5_prop not registered at IANA

The port 754/tcp for krb5_prop is not registered at IANA. This makes 
trouble for distributors which wants to deliver a clean /etc/services.

kpropd does not run without this entry in /etc/services. So every
user has to edit /etc/services which may make touble if the 
distributor updates this file to a current version. 

Please register a portnumber for kpropd at IANA.
