[krbdev.mit.edu #1178] Test suite needs to be stabilzied for 1.3

Closing this for now.  Deleting dependency on #1247, since the synch
problems don't seem to be too serious.  Test suite is still somewhat
overly sensitive to leftover processes and files, but we can document
that.  Otherwise, good enough for now.
