[krbdev.mit.edu #2039] man pages do not reflect --localstatedir configure option

If krb5 is built with --localstatedir=/var/db, the krb5 man pages do not
reflect the new paths in the FILES sections.  For instance, the kdc.conf
man page shows "/usr/local/var/krb5kdc/kdc.conf" in the FILES section,
even though this file is actually at "/var/db/krb5kdc/kdc.conf".
