[krbdev.mit.edu #1276] Compiling --without-krb4 fails due to dependencies in Makefile.in

appl/bsd and appl/gssftp/ftpd fail to compile if --without-krb4 is
specified due to 
dependency on include/krb524.h listed in Makefile.in.

Two solutions as I see them:

a) In generating dependencies,  strip out the krb524.h dependency
b) Always generate a krb524.h header file - even if not building with
krb4.
