Both OpenAFS and KFW install network providers.  If you want to remove 
them from
the system you need to edit

HKLM\SYSTEM\CurrentControlSet\Control\NetworkProvider\Order

However, neither should be introducing delays due to mobility.  I doubt 
there is any one much more mobile than I am.
