MIT kpasswd RFC 3244 and TCP

The MIT krb5/os/changepw.c says it implements RFC 3244

RFC 3244 says the server will support both UDP and TCP.

But the changepw.c appears to only do UDP.

Although the RFC does not say the client has to support TCP,
is there any chance TCP will be added in the near future?

This is a udp/firewall issue, using MIT client and Windows
AD as the admin server.
