What is the second_ticket in kerberos and a what does ENCRYPT_TICKET_IN_SKEY flag mean

I've seen the second_ticket in the kdc_req and in the creds, but what is it for?
Is it needed?
There is a flag called ENC_TICKET_IN_SKEY, when should it be used?
