Building the kadm5 libraries for window

That file is present on UNix.  If you are not comfortable enough with
the Kerberos build process and source distribution to do the necessary
porting work to port a new library to Windows, it is probably not
worth your time to try and build libkadm5 on Windows.


While still requiring significant knowledge, getting Kerberos working
under cygwin would probably be easier and could more easily get you a
libkadm5.
