[Gsc-hca-offcampus] WE HAVE FIXED THE EMAIL LISTS

Hi Everyone,

Gerald and I have had these email lists switched over to mailman in an 
attempt to reduced the ridiculous amount of spam they have been 
receiving.  Any member on the list may still post to it without 
moderation; others must first join the list before being allowed to post.

We are still learning how these new lists work, so please be patient as 
we work out any remaining bugs, but hopefully this makes a big improvement.
