[Gsc-hca-family] HCA committee representative

Hi Lauren,

We don't currently have an active family subcommittee. At one point Jose
(cc'd) was hoping to chair it, but ultimately had too many other time
commitments. I've also added the gsc-cha-family alias that includes the
eastgate/westgate leadership. I'll let any of them chime in with
suggestions if they have anyone they think would be good to reach out to.
