Whatever you do, there will be some sort of irrefutable action in your games, the ultimate alternative to a negotiated agreement. In that it’s an alternative to agreement, its results do not vary with counterparty input. Pretty often, that earns the name killing. 

“Heithur” is fundamentally a game about the Icelandic lawcourt approach to moral justice. It’s just, er, when you tell a bunch of people to play Vikings, some of them get into the spirit of the thing. 

Blood, Love, and Rhetoric is fantasy 1776; I’m not even sure it has rules for killing, but the negotiation depth is astounding — and there for nearly every player character. Absolutely wonderful. I am sure there are rules for punching John Adams out on the debating floor. 

There’s corporate negotiation in lots of other games, but it’s often surrounded by mob/gang/Jedi violence and murder.
