[galib] GAlib with MPI

This is a fairly common question on this list.  I made an attempt at it
a while back, using an Island method parallelization with MPI, and the
source code is available here:

A paper I wrote on the design is here.  The code could use alot of work.
I cringe when I look at it now :-), but it could be used as a starting
point.
