[galib] release of galib 2.4.6

galib version 2.4.6 is now available at http://lancet.mit.edu/ga/dist

this release of galib is primarily a compiler compatibility release - 
it includes many fixes that make galib compile cleanly right 
out-of-the-box with most modern compilers, including visual c++ 7, gcc 
3, and borland 5.5 (in addition to all of the compilers that were 
previously supported).

there are also a couple of bug fixes (which are noted on the bugs page 
at the galib web site).
