[galib] GAlib in Dev-CPP

Hello Sergio, in this URL you can found the packages to easy install
the library in DevCpp: http://devpaks.org/details.php?devpak=88
It's clear possible to use in devcpp, while devcpp it's a simple front-end
for gcc.
