[galib] galib and dot net

I am not sure about dot net or vc++7 compiles of galib.  I suspect that
there might be issues with 245 but I've not tried it.   I have, as have
others on this list,  compiled galib245 successfully with vc6, so can you
tell me anything about the errors that you got trying to build?
