[galib] devpack for gcc-3.4, mingw 3.5 made

Hallo,

I've compiled GAlib for gcc-3.4.2 with mingw 3.5 ( based on galib-2.4.5al1, 
thanks Anthony Liekens). I'm using Dev-Cpp-4.9.9.1 IDE so, I've made
