[galib] compiled GAlib for BCB and Dev-Cpp (done, I think:))

Hallo,

A lot of people have problem with compile GAlib for Windows IDE 
programs, so I decided publicate my compiled files:
1. Dev-Cpp (http://www.bloodshed.net/dev/devcpp.html) I think best GPL 
IDE based on Mingw.
2. Borland C++ Builder 6.

All files are in attachment. Copy library file to $lib folder, and 
source with headers to $include folder. All files compiled on Window$ XP.
And have fun :-)

I look for people who help me with inherit new classes for 
multipopulations with resizeable parameters (i.e. popupaltions with 
other nr of probability of crossover, mutation and many others). I have 
some source, but it doesn't look like so good I want :-)
