[galib] Genome with some fixed genes

Hi,

Anyone has the idea how to implement a genome with fixed genes?  For
example, an array of integer genome G with G[i] always equals to 100 where i
can be one of the selected gene by user. Or should I set aside the gene and
play around the genome in the objective function?
