problem with GARandom

hello,
I am using GALib for my Dissertation, I have some problems to create an 
integer number between 1 and 59 for example using the GARandomInt(1, 
59). I use seed=0; GARandomSeed(seed).
I have always numbers which are identical but i need that the numbers 
will not be the same. 
could you help me please how to use GARandomInt() to generate numbers 
which are different.
