[Editors] Updated nondiscrimination policy

MIT's nondiscrimination statement has been updated to include a footnote 
about Department of Defense policies.

website, we strongly urge you to link to the above-mentioned page rather 
than copying and pasting the text. Unfortunately, replicating the

in circulation.
