[Dspace-general] rights of the collection administrator

Hi Roberta,

the collection administrator may:

- add (if the eperson already exists) and delete submitters
- edit metadata
- withdraw items
- map items from other collections

He is not able to manage the authorization policies in general, only the 
  submitters part.
