[Dspace-general] Looking for advice on DSpace users/groups/communities/administrators

Hi all

I'm at the point of considering how best to arrange my E-People and 
Groups for the dozen Communities that will be in my repository.

I naturally have a Repository Administrator account/group. My sense is
that I would like to create community administrator groups on a 
per-community basis, but I'm confused by the help on Managing a 
Community's Policies which says:

> Presently, since administration is done centrally, this tool doesn't
> have a lot of use

Does that mean all I can set up are more Repository Administrators who 
can in theory administer everything?

Can anyone point me at a good example or explanation of user/group 
management in DSpace?

I'd be grateful for any help. I'm running 1.3x.
