[Dev-flock] can people make ratings without logging in?

I was showing the site to someone last week and they clicked on a rating
star before logging in and it changed the rating of the review.  Seems like
something just wasn't working.  Sorry I didn't mention that until now, but
it didn't seem super urgent.
