[Dev-flock] Public budget balancing?

I thought at first that this would be a way to make ThoughtAndMemory.org's
budget process interactive.  It's not (yet.)  But I'm inspired nonetheless.
It's a very nicely designed budget calculator that allows people to play
with and see reasons for the numbers behind Minnesota's budget.  Worth a
look.
