*Topic: *Chinese Provincial Party Secretary 1977-2007: A New Framework Based
on the Theory of Situational Contingency Leadership
This research examined the leadership dynamics of the provincial party
secretaries (PPSs) in China’s Reform era. It proposes that that the
leadership of PPSs is shaped by their educational and working experience,
and categorized them into three typical leadership types, i.e.
political-bureaucrat, technocrat, and neo-political-bureaucrat, and mapped
their dynamics in the three decades. This research implied that the rising
of the neo-political-bureaucrats as PPSs in recent years will enhance
China’s capacity for good governance in the new century.
*Speaker:* Yizhi Xiong is an assistant professor and executive director of
the China Center of Public Leadership (CCPL) at School of Public Policy and
Management (SPPM), Tsinghua University, China. Currently, he is a visiting
fellow of Asian Program at Ash Institute of Democratic Governance and
Innovation, Harvard Kennedy School.
