[CSBi-HPC] CSAIL IBM System Offline

Looks like the cooling plant has stopped mesisng with temperatures and
is back into full production so the system is coming back up.

Even though yeterday was cool they had the main chiller off line and
the supply was 4-5 deg above normal, this is too high to sufficiently
cool the room this system is located in (when the IBM is running, the
thing requires 10 tons of cooling on it's own)
