[CSBi-HPC] whitehead ibm nodes are now accessible

Hello All,

Thanks to Ed Geraghty of IBM, the Whitehead-hosted p655 nodes are once again
available via 18.157.40.13.

Please let me know as soon as possible if anybody encounters further
problems.
