Subject: Comment on the proposed federal grant-making rule before JULY 13

Dear biology community,

Many of you may already know about the OMB proposed rule, Regulation for Federal Financial Assistance, which would significantly impact many aspects of federal grantmaking. Among other things, it would change the processes by which funding decisions are made to include executive branch review, require that discretionary awards advance presidential policy priorities, establish new restrictions on certain foreign collaborations, and prohibit the use of grant funds for publication costs and conference attendance that isn’t pre-approved.

The public comment period for this rule closes July 13. Because these changes would have broad implications for federally funded research, which is essential to so much of the work we do, I encourage you to learn more about the proposed rule and submit a comment before the deadline. The text of the proposed rule is very long, but many professional societies and research organizations have compiled summaries of the proposed provisions. Searching for phrases such as “OMB grantmaking rule” or “OMB Regulation for Federal Financial Assistance” will provide links to these resources.

Effective comments typically identify who you are, specify the provision(s) you are addressing, explain why they matter to you personally, and include a clear request. Comments do not need to be long.
