<div>I could be wrong, as I have never used Arrange Fields, but it looks from the description on D.O like it is for moving fields around on a FORM... not on the display page. </div>
<div>If you want maximum flexibility both on forms and in page display, I would recommend Display Suite. It has a bit of a learning curve, but you can control the display of almost everything.</div>

Drupal 7.12. And in Add Content Type I get a new tab ARRANGE FIELDS. In this tab I am able to drag and move the fields. However fields are not arranged as I did when I preview or view the </div>
