[StarCluster] New improvement: Streaming Add Node

Hi!

I just completed a feature that I call "streaming node addition
<http://blog.frank-mich.com/starcluster-streaming-node-addition/>" which
configure nodes in the cluster as soon as they are ready rather than wait
for the entire set of new nodes to be. You can check out the pull request
