[StarCluster] SGE allocation rule

Hi Mark,

I have the same problem and asked Justin to add a plug-in, just like we
have to choose between openmpi and mpich2, to make it simple.
The hard way is to have a StarCluster code in your server, change the sge
template and compile the code.
