[StarCluster] install starcluster behind http cache proxy

Sorry for writing again. And this is due to the problem of sudo. It can be
solved with and option "-E" which preserve the environment setting of
current user when you execute "sudo". And the proxy settings of current
user can be passed to the command behind "sudo".
