OK, so I started a StarClusterPlugins project on github:

http://github.com/jtriley/StarClusterPlugins

I need to add the setup.py still but we should decide on a (valid) 
package name if we're going to go the distutils route. I'm leaning 
towards sc_plugins or starcluster_plugins. Any suggestions?
