<u>Abstract<br>
</u>Since the passage of Medicare and Medicaid forty years ago, very
little<br>
has happened in health care financing. Both medical costs and the<br>
number of uninsured people continue to grow. Dr. Mongan will
discuss<br>
how the move to a "market paradigm" in health care has affected
the<br>
debate. He will also describe how underlying economic, social, and<br>
ethical issues have led to political deadlock.<br><br>
