<br><font size=2 face="sans-serif">If you do not any wait for change event
that will delete the initial workflow item then both work items will be
available.</font>

<br><font size=2 face="sans-serif">This is my suggestion.</font>
<br><font size=2 face="sans-serif">If the SO is not release at the time
of change then this work item should be deleted and a new workflow started.
I say this because the SO was not release at all.</font>
<br><font size=2 face="sans-serif">If a change is made after the release
then the approval of the change should go to the position/person/user that
release the SO initially.</font>
