Just a thought, have you checked transaction SWB_COND to ensure that there
is not a condition that stops your workflow from running?</font><font size=3 face="Times New Roman">

Another option is that you need to refresh the buffers – try transaction

But still , when an user saves data in FV60, WF is not getting triggered
