Conditions defined & the User creates a SC or PO that doesn't meet

conditions then they get the error message "No Approval WF Found".

question is, is this how it's supposed to work or is it a bug? And if<br>
it is std. then how does the User have the capability to place the<br>
Order when not meeting the conditions & doesn't need an Approval WF?<br>
